2004 New York State Real Property Data Codebook

This codebook is a simplified version of the metadata provided on the original NYS GIS Clearinghouse data archive. Although 2004 metadata is not linked alongside the original 2004 .e00 files, the codes and definitions have been derived from the 2006 metadata, and whenever possible, code definitions and sources have been updated to reflect information that is triangulated with more recently updated sources from the Office of Real Property Tax Services. Consult the NYU Libraries preservation record for all original files and full metadata documents. This derived codebook is meant to assist users in their immediate application of the data and was created by NYU Data Services.

Abstract:
This data set contains point features and attributes for real property tax parcels by county. These points represent the visual center of the parcel on a tax map. The points and associated attributes were extracted from local government assessment rolls.

Purpose:
The data is developed by local governments for assessing real property tax parcels. The points represent a spatial address that can be used for mapping and analysis. Although the data is developed for the purpose of real property tax administration, the ability to map parcel centroids along with the associated assessment information creates the opportunity to use the data for many other purposes.

Supplemental Information

Procedures Used: Municipalities are required by statute (Article 15) of the Real Property Tax Laws to submit Assessment Roll files after their final roll date each year. Data is submitted in various formats using a variety of media from each municipality to the Office of Real Property Services (ORPS). The data is reformatted into a standard structure, and stored on the agency's Sybase database server for use in establishing equalization rates. The Land Information System (LIS) unit extracts selected fields from the Assessment Roll database on county basis. The extracted data is then loaded into an INFO (Arc/Info database) file using a pre-defined template. A custom INFO program is employed to check, and if necessary correct, the east and north coordinates. An ARC/INFO macro language (AML) program is then used to "generate" and "build" a point coverage. The macro also adds the attribute information using the "joinitem " command, and uses the ARC/INFO "project" command to convert the coverage from the State Plane (feet) coordinate system to the UTM (meters) coordinate system.

Revisions: New datasets and coverages are generated on a yearly basis.

Reviews Applied to Data: A spatial check of the east and north coordinates is the only review processed by ORPS staff.

Attribute: SCHOOL
Attribute_Definition: Six position code, established by the Office of Real Property Tax Services, which identifies the school district of the parcel. Search for existing school district codes at https://www.tax.ny.gov/pit/file/school_district/. Note that the codes in this file seem to have changed and do not reflect the codes in use in 2018; contact the County Director of Real Property Tax Services to locate 2004 school district codes.

Attribute: ROLL_SECTION
Attribute_Definition: A division of the assessment roll used to group properties for similar taxing purposes.

1 - Taxable property, includes fully taxable and partially exempt property.
2 - taxable state owned land.
5 - Special franchise, includes real property such as cables, wires, mains, etc., which are located under, above, or upon any public right-of-way.
6 - Utilities and non-ceiling railroads, includes all property owned by utility companies except special franchise or ceiling railroads.
7 - Ceiling railroads, includes all transportation railroad property for which assessments are subject to a ceiling imposed by the State Board of Real Property.
8 - Wholly exempt properties, includes parcels which are totally exempt from real property taxation such as community service or church affiliated properties.
9 - Used exclusively for entering parcels that are subject to omitted, prorated, roll back or penalty taxes.

Attribute_Definition: Property class code which identifies the present use of the property.

100 - Agricultural - Property used for the production of crops or livestock.
200 - Residential - Property used for human habitation. Living accommodations such as hotels, motels, and apartments are in the Commercial category - 400.
300 - Vacant Land - Property that is not in use, is in temporary use, or lacks permanent improvement.
400 - Commercial - Property used for the sale of goods and/or services.
500 - Recreation & Entertainment - Property used by groups for recreation, amusement, or entertainment.
600 - Community Services - Property used for the well being of the community.
700 - Industrial - Property used for the production and fabrication of durable and nondurable man-made goods.

Attribute: HOME_CODE
Attribute_Definition: Homestead code used to designate the property type. As of 2016, homestead "means all separately assessed real property parcels or parts thereof used as one-, two-, or three-family residential dwellings, including so much of the abutting land as is reasonably necessary for residential purposes, together with structures situated thereon and used in conjunction therewith, including such dwellings as used in part for nonresidential purposes but which are used primarily for residential purposes, and also including owner-occupied and separately assessed mobile homes and homestead condominiums. Also included within this class are parts of parcels primarily used for farming purposes, on which parts farm dwellings and improvements exclusively used for residential purposes are situated, including so much of the abutting land as is reasonably necessary for residential purposes, and which, if separately assessed, would be included within this class.
